1. Bump root Cargo.toml version to 1.3.0.
2. cargo update so Cargo.lock matches (includes path dep radix 0.78.0).
3. Verify locked release build + nextest.
4. Single commit: version bump + lockfile (+ this notes file).
5. Annotated tag: git tag -a v1.3.0 -m "Faber v1.3.0"
6. Push: git push origin main && git push origin v1.3.0
7. Monitor: gh run list -R faberlang/faber --limit 5
8. Confirm faberlang/releases publishes faber-v1.3.0 multi-arch archives.

Never tag a commit whose Cargo.lock is stale relative to the bumped manifests — CI uses cargo build --locked.
